Despite having one of the smallest road networks of the 50 European cities researched by TomTom, Wroclaw boasts one of the highest percentages of congestion on its list (33.1%). Built on an ancient crossroads of two major trading routes, things are at least looking up for the city with a 2.6% drop in congestion from 2010.
